E W S L E T T E R : MARCH 2005
Dear Purchasers
We
will from now on be sending out
a Newsletter every two months to
keep you up to date with developments
at Garlington.
To
date, sales have continued steadily
and we have now passed the 200 mark.
A number of exciting projects that
will soon be coming relate to the
central node where Architects are
working on designs for the coffee
shop, meeting Hall, gym and apartments.
The architecture of these buildings
is based on the architecture found
at De Waterkant, one of Cape Town's
most sought after residential areas.
Our professional team has recently
spent 3 days in Cape Town researching
De Waterkant, as we intend launching
this part of the development in
April 2005. We are also in the process
of developing the High Care Unit
which will add another amenity for
Home Owners at Garlington.
The
first 20 stables have all been sold
and the Architectural Competition
for the stable design is due to
close mid April 2005. As soon as
the competition has been adjudicated
we will let you all know who will
be designing the stables.
Developments
such as Garlington are not without
hiccoughs and unfortunately the
issue of the access road has still
not been finalised. The Development
Tribunal approved an access over
the 'Wedgewood' property but the
Department of Environmental Affairs
has refused to let us cross the
Wetland. We are appealing the Department's
decision and this matter should
be finalised in 3 to 4 months. If
our appeal is unsuccessful, access
will be via Seeking Drive and exit
will be via Mimosa Drive. All construction
traffic will then use Weir Drive.
This will not delay the project
in any way.
The
National Department of Agriculture
has appealed the decision of the
Development Tribunal on the basis
that they did not receive notice
of the project despite the application
having been lodged at Cedara, the
Provincial Department of Agriculture
consenting to the development and
the local agent of the Department
of Agriculture appearing at the
hearing in person and giving their
consent.
The
appeal was late and did not comply
with the conditions of the Development
Facilitation Act therefore a hearing
will be held before the Appeals
Tribunal on 18 March 2005 to consider
their request for condonation for
late filing of the appeal. We will
be opposing the application on the
basis that they did receive notice
in good time and were represented
at the hearing. It is our view that
the appeal will not delay construction
and we are proceeding with the design
work for the roads and other services.
Design
work on services is making good
progress and civil work will be
put to tender in April 2005. It
is anticipated that work will commence
on roads, sewerage and storm water
drainage etc in May 2005.
The
first phase will be complete by
October 2005 and Transfers will
take place soon thereafter.
